The 2 part teak cleaner kit does include a cleaning solution, however, it wouldn't be considered a large capacity as it is only 8 oz. However on smaller items this should get you multiple cleanings. If it's a larger item (large mat, outdoor furniture) you may need additional cleaning and oil.
